>Updates from the Governors Office

On 3/30, Governor Newsom issued an executive order to address the unprecedented need for additional health care professionals.  In his order, the governor temporarily expands the health care workforce, allowing health care facilities to staff at least an additional 50,000 hospital beds the state needs to treat COVID-19; and allows the Director of the State Department of Public Health the ability to waive various statutes and regulations that would prevent, hinder, or delay appropriate actions to prevent and mitigate the effects of the COVID-19 pandemic.

On 3/21, Governor Newsom issued an executive order that expands that state's response to the COVID-19 outbreak. The order gives the state the ability to increase the health care capacity in clinics, mobile health care units and adult day care facilities.

On 3/18, the California Department of Managed Health Care (DMHC) issued an all plan letter instructing health plans to take immediate steps to allow people to receive health care via telehealth when medically appropriate to do so.

The letter states that all plans are required to reimburse providers at the same rate for telehealth services as they would for services provided in person.

On 3/5, California Governor Gavin Newsom announced that the California Department of Insurance (CDI) will waive all consumer cost sharing for COVID-19.

Physician practices should be aware that they are not to collect any patient cost-sharing for COVID-19 related testing and screening. (Updated Centers for Medicare & Medicaid Services fact sheet regarding coverage and payment information)
